Landfill construction: frequently asked questions

Regulatory compliance in landfill construction describes the obligation to select, test and document geosynthetic barrier components so that they satisfy the approval conditions set by permitting authorities. In Germany, this means BAM approval for geomembranes and LAGA suitability certification for geosynthetic clay liners (GCLs). In Europe it means CE marking under AVCP system 2+. Naue products carry all relevant approvals as standard and are delivered with roll-level documentation.

Product selection depends on three factors: landfill class, functional layer position and the approval regime of the project country. For German landfill Class II base sealing, specify Bentofix® GCL (LAGA-certified) combined with Carbofol® HDPE geomembrane (BAM-approved, No. 08/BAM IV.3/08/15). Secutex® provides the geomembrane protection layer. Naue’s Engineering and Design Department (EDD) can provide a barrier system proposal with full coordinated documentation.

Key standards include EN ISO 10319 (tensile strength of GCLs), EN ISO 9863-1 (thickness), EN 16416 and ASTM D5887 (hydraulic conductivity for GCLs), EN 1849-2 (thickness and mass per unit area for geomembranes) and EN ISO 12236 (static puncture). In Germany, BAM and LAGA approvals reference these methods. Naue products are tested in accordance with the relevant EN and ASTM standards; results are documented per roll via EN 10204 type certificates.

Pre-approved geosynthetics reduce the cost and time associated with site-specific product testing. Approval processes relying on project-specific test programmes can add several months to the permitting timeline. Using Carbofol® and Bentofix® with existing BAM and LAGA approvals enables authorities to verify compliance against established approval documents rather than commissioning new tests.

Carbofol® HDPE geomembranes must be installed by a certified installation company following Naue installation guidelines and the relevant welding standards for HDPE. Each roll must carry a unique serial number traceable to factory quality control records. Bentofix® GCLs are needle-punched and needle-detector tested continuously across the full roll width. Overlap areas are self-sealing; minimum overlap dimensions are specified in the Naue installation guidelines.

In Germany, the Deponieverordnung (DepV, 2009, last amended 2020), AbfAblV (Waste Deposit Ordinance) and the Mantelverordnung (2023) set the regulatory framework. BAM approvals and LAGA suitability certificates are issued under the DepV and AbfAblV. At European level, the Landfill Directive 1999/31/EC (Council Directive 1999/31/EC) sets minimum requirements; CE marking under AVCP 2+ is the product conformity baseline for all member states. Naue’s Engineering and Design Department (EDD) advises on country-specific requirements.

BAM (Federal Institute for Materials Research and Testing) approval is required for geomembranes used in base sealing systems for German landfills under the Deponieverordnung (DepV) and AbfAblV. The Carbofol® HDPE 510 2.5 MF/MF geomembrane holds BAM approval (reference No. 08/BAM IV.3/08/15).

Yes. The German “Mantelverordnung”, effective since August 2023, explicitly recognises geosynthetic clay liners (GCLs) and geomembranes as equivalent alternatives to compacted clay sealing layers in landfill construction. This recognition reduces the volume of clay extraction required, cuts site earthworks and shortens installation programmes. Bentofix® GCL meets the hydraulic performance criteria referenced in the regulation with a measured permeability of k = 1.2 x 10⁻¹¹ m/s.

  • DepV – Deponieverordnung (Germany): Current German landfill regulation, first issued in 2009 and last amended in 2020; supersedes TA Siedlungsabfall (1993). Mandatory framework for geomembrane (BAM) and GCL (LAGA) approvals.
