Important Update: EBGEO Now Applies Exclusively to Geosynthetics

Reinforced slopes and retaining structures with geosynthetic materials no longer require additional construction type approval

Information from the Ministry

In a letter dated 31 July 2025, the Bavarian State Ministry for Housing, Construction and Transport clarified the following with regard to reinforced earth structures and slopes: Design in accordance with EBGEO applies exclusively to CE-marked geosynthetic (polymer-based) construction products with the function “reinforcement” according to DIN EN 13251. Naue geogrids are certified accordingly and can therefore be used without any additional building authority approval.
Alternative steel-based systems, such as wire mesh, do not fall within the scope of EBGEO; they are not covered by the recognised rules of engineering practice and require time-consuming individual verification.

Implications for Practice

This decision sends a clear signal to designers, contractors and authorities alike:
Geosynthetics provide a legally compliant, economical and technically proven solution for the design and construction of reinforced soil structures and slope stabilisation. Their use eliminates lengthy approval and clearance procedures.

Why geosynthetic construction materials are the profitable choice for public projects:

  • Legally compliant verification: Design according to EBGEO / DIN 1054 is verifiable and standard-compliant.
  • Faster project execution: No waiting for general technical approvals or individual authorisations, and no additional expert reports required.
  • Improved scheduling reliability: Fewer external coordination steps and reduced risk of delays.
  • Direct cost savings: No fees for special approvals and less verification effort.
  • Simplified tendering and procurement: Standard-based criteria reduce bidder queries and contract amendments.
  • Long-term security: Tested product properties reduce maintenance and replacement risks.

Sustainability in focus

Geosynthetic products such as Secugrid® geogrids and Combigrid® composites not only ensure planning reliability but also provide benefits throughout the entire life cycle. They guarantee long-term structural stability while supporting resource-efficient and sustainable construction practices. The Ministry’s clarification strengthens the position of geosynthetic-reinforced soil as a recognised and future-proof construction method. We are happy to support you with specification in line with EBGEO, design calculations, and detailed technical advice on geosynthetic-reinforced retaining structures.
